I believe the theory relates to mistakes made without purpose. You can't assume one or the other when they actively go out of their way to do and cause evil.

I disagree. I think Hamlin's razor does not excuse corruption but rather it re-ascribes blame in a healthy way. If for instance you were an all powerful corrupted person how would you prefer to be perceived? Would you rather be known as being evil or would you rather be known as being stupid?
If it were me I'd rather be known as being evil because it's easier to manage that perception. Hamlin's razor simply imparts that stupidity and malice might be equals given the same effects. I can assume that the last thing a tyrant wants to be judged as is being fundamentally stupid.
But it is important to remember that Hamlin's razor was originally meant to be funny observation. There's another thing that tyrants are bad at is having a sense of humor.
