The Chemalskaya Hydro Power Plant was built in 1935, and according to some sources, it was built upon the initiative of Mikhail Ivanovich Kalinin's wife, Ekaterina Ivanovna Kalinina, and Sergo Ordzhonikidze himself chose the project for the power plant.

I'm not sure if this is completely true, but it seems possible. At that time, there was a sanatorium near the village of Chemal that the Soviet elite used to visit. Almost all of the elite liked to stay there, including Kalinin and his family.

Therefore, in order to provide electricity for this sanatorium, a hydroelectric power plant was built on the Chemal River in 1935, near the point where it flows into the Katun.

They were prisoners from the Siberian Special Purpose Camp  who were working on the construction of a hydroelectric power plant.

According to various sources, between six hundred and a thousand people were involved in the project.

The conditions at the construction site were harsh, and people eventually could not withstand the hardships, leading to riots that were brutally put down. Many people lost their lives, and there are rumors that a significant number of bodies were buried in the concrete foundation of the power plant.

Overall, the area has a dark atmosphere.
