The IBA might have said "something" in the beginning, but they held a press conference in Paris a few days ago where they provided full details. They clearly stated that TWO gender tests conducted in Turkey and India at different labs. Both the Algerian and Taiwanese athletes failed both tests and the results showed they carry XY chromosomes; they stated XY several times in the press conference. The only thing they couldn't do was release the test reports, because they were instructed by Algerian and Taiwanese officials not to release it, which makes it even more suspicious

A man can be born watthour the genitalia, undescended testicles and can be somewhat indeterminate. They use to call such individuals hermaphrodites, then intersex, and now DSD, or Different Sexual Development. The family might start to raise such a child as a girl, but when puberty and testosterone hit, other bodily changes take place, and the gender becomes apparent. If you have XY chromosomes, you're a guy. The Algerian boxer was given the opportunity to appeal the disqualification in the IBF decision and did initially, but then dropped it.
