Here is a fix that I managed to solve, also be sure to locate all the app data folders for the sims 4 in your C:Drive.

Check your One Drive folder and Sync Settings. All your apps and data may be out of sync and not communicating with EA servers.

Me personally I also logged out of my one drive account and disabled cloud syncing.

So I got this for my girlfriend and had this issue if you are still having it after these like I was try letting the app through "Controlled folder access" and Windows firewall just hit the button that says let the app through and search for it if you don't see it and add it to the directory then give it permission to run

just commenting this: sometimes it bugs out like this if you had a microsoft/one drive account linked to your EA/Origin account in the past. I logged into my very old microsoft account and it fixed the error for me
