If anyone's having problem here (After you parent the toe pivot to toe, the toe pivot bone changes location starts coming out of the toe bone),
Uncheck the 'Connected' box in that section (Below the Parent drag down)

I was having a problem with my toes not following the foot, like they were pinned to the floor, but I solved it by downloading and analysing Blenda to figure out what was different.
My problem was that because I wasn't using individual toes, I stopped following the instructions at that point in the video! Even if you are using a single bone to move the toe of a boot in one chunk, it needs a separate deform bone.

These are the notes I made myself to help me in case I forget next time I'm rigging:

What he calls Toe, I'm calling Foot Mover, to differentiate it from the bone that deforms the toes.

On the bone that is deforming the toes, put a copy rotation constraint targeting the Foot Mover.
Foot has a copy rotation constraint targeting Foot IK
Toe deform is parented to Foot.
Foot mover is parented to the root bone.
Toe Pivot is parented to Foot Mover.
Foot IK is parented to Toe Pivot.

If you want to rotate the toes without moving the whole foot, key the constraint influence to 0 first.

I think that's all of the parent and constraint relationships.

Don't forget to disable the deform check box on the IK bones and toe pivot bone!
