This works one time and as soon as they press the correct keys its un-pinned even if its locked. need it to stay pinned until its unlocked

When I hold the on/off button and select “Restart, ” the app is no longer in kiosk mode after the restart. This means it’s easy to exit the pinned app mode simply by restarting the device. Is there a way to keep the app pinned after a restart?

I don't see "Pin this App" option for the shortcut that I created from chrome browser.
I think it works only for proper installed apps and not shortcuts.
