If you see the starr Park security footage you see spike actually didnt have eyes or a mouth. Colt shot the eyes into spike and he opened his mouth with his spike so he actually cant speak

In an old animation of the trio, shelly, colt and spike, we see a clip of spike being touched by radioactive gems, making him alive, and giving him a voice. Out of shock, colt fired two rounds at spike, giving him the eye holes we see on his face, and then, spike takes on of his cactus spikes from his body, to carve out a smile on his face, which shows how he is generally unable to show his emotion. However, evidence shows that Spike was part of the S.P.U.D.E organization (an organization against starr park) where he would spy on the starr park officials and learn disturbing things about starr park. Unfortunately, we can see an “animatronic version of spike in the official starr park introduction video behind a man. But Spike looks different, as if he had been changed. And now, if you look closely at Spike, we can see stitches on Spikes front and back, telling us that the starr park officials actually removed Spikes vocal chords in order to keep him from telling others about starr park’s malicious plans.
