The soldiers deployed to the National Assembly were from the 707 Special Mission Battalion, South Korea's elite forces renowned worldwide. If they had actively followed orders to suppress, they likely wouldn't have failed ineffectively as they did. They might have started by cutting power and infiltrating from the rooftop via helicopter rappel. However, they were instead deployed on foot to the National Assembly, equipped with training bolts in their firearms and empty magazines. This clearly indicates that they were following flawed orders, but it also suggests their implicit disobedience. This contrasts significantly with the rebels who staged a coup in South Korea 40 years ago. Excluding the military leadership who issued the orders, the soldiers themselves were also citizens and were demonstrating through their actions that they stood with the people in support of democracy. I believe this significantly preserved the honor of the 707 Special Mission Battalion.

This is an example showing that education and the national system are important in protecting democracy. All citizens, including martial law troops, are taught in history classes how South Korea overthrew the dictator and achieved democracy. Also, South Korea's three-power separation system and democracy function very well and are the best in Asia. Even if there is an individual who wants to abuse power, the system and the people's sense of protecting democracy can prevent it.
