To make ships more safe we could have space fitting inflatable bladders that are a little more small than the space to prevent rubbing on the sharp metal of any breach and made of strong rubber that could also be lubricated. Also, we could have drains and as long as the ship has propultion it will drain the water out from flooded spaces.

I've said it before and I'll say it again; wind power, use sailing ships. Nowadays the operation of a sailing vessel would be rather inexpensive thanks to servos, electric motors and computer automation. I'm no engineer, but I've already designed a ship that could easily utilize the power of the wind and in the same time manage to make a speedy voyage with a medium sized load of cargo.

What about returning to using sails and oars? No needs for fuel and cheaper upfront.

Tanker ships made out of flexible material, riding low on waterline. Able to withstand extreme weather, possible solar panels
