Blocks busy intersection, gets out and threatens other driver with pipe

Called the police about this, and they said they can't do anything unless the threatened driver themselves lodge a complaint. Seems like a silly law if you've caught the assault on camera.

At first, the passenger and I were talking about the car to our right (off-camera) who was not turning right on red, not the pickup.
