Trudeau’s weird habit of waving at nobody

Canada’s version of Air Force One typically gets loaded at an out-the-way corner of the Ottawa airport. There’s literally barbed wire to prevent members of the public from getting within waving range. And it’s not like we see off our prime minister with a brass band. So who is he waving at?
