That is a balk all day every day. He moves his back leg, stops, then steps off. You have one preliminary motion (like the stretch), but once you start out of that to come set you cannot stop. It has to be one smooth, uninterrupted motion.

It looks like a very subtle hesitant movement in the back leg/foot. I don’t know if if was worth to be balled a balk bc it was very very small and subtle and quick but I bet that was what the call was on.
