Yeah, for some reason create-a-character "white" hair is almost always a dull shade of gray. If you get one of those rare (good) create-a-characters that lets you edit the values of the colors instead of giving you a preset palette (or worse, charges you for "designer" colors) then add a little blue-violet to the white. It makes it look like an extra bright, vibrant white.

White hair and blue eyes are the combination I love so much so she's pretty much checks off most of the boxes

Prepare to be mindblown, most people's hair starts turning grey mid-30s. It becomes more aparenyt by mid-40s, then no turning back. Imagine my surprise when I saw one strand of hair on my side turning silver at early 30s. Due to my heavy stress I'm aging tiny bit faster than average i.e. experiencing 3 deaths in the family, getting into heavy debt to try to save them and failing etc. So some greys already showing up.
