The electric field and magnetic field are NOT in phase. They do NOT exist simultaneously. This theoretical problem has exist for over 150 years and it seems that even when experiment proves theory incorrect (see 2012 article) we still don't change it. This theoretical "unification" of the electric and magnetic field is the reason we don't have a Theory of Everything today. It is also the reason we have infinities in our mathematics. Read The Feynman Lectures on Physics Volume II (Chapter 28) to get a better idea of this problem which was never resolved. He doesn't speak of the phase of the electric and magnetic fields, rather he discusses the self energy problem which is related to this concept.
