Lego City Undercover is one of the 7 different Lego games I've gotten 100% on, I can confirm its a ton of fun.

If I remember correctly, the helipad is a part of the superbuilds in this game. You spend studs that you collect to create them and there is an animation with the pieces falling into their places. So, obviously it's couldn't be a single Lego piece.
