You should only enable HAGS when you got vastly powerful GPU and comparative weak CPU. The concept of HAGS is to offload CPU graphical tasks onto GPU. But, if your GPU already max out, it will create negative performance instead.

I'm running the Ryzen 5 5600 and setting the game to use high performance mode fixed it for me. I didn't see a huge increase in max frame rate but the fps stopped dropping constantly. Stayed at a MUCH smoother 60-70 FPS.
This is something you can do with pretty much any game that isn't running smoothly on your machine.
