Uranus has a volume of 6.83 x 10^13 cubic kilometers, and the Earth's Moon has a volume of 2.1959 x 10^10 cubic kilometers. So, if we assume that Uranus is a perfect sphere and the Moons are perfect spheres, then we can fit about 3.1 million Earth's Moons inside Uranus.
However, Uranus is not a perfect sphere. It is actually very flattened, with an equatorial radius that is about 4 times larger than its polar radius. This means that the volume of Uranus is actually a bit smaller than we would expect if it were a perfect sphere. So, the actual number of Earth's Moons that could fit inside Uranus is probably a bit less than 3.1 million.
In addition, the Earth's Moon is not the only moon in the solar system. There are many other moons, some of which are much larger than the Earth's Moon. So, if we consider all of the moons in the solar system, then the number of moons that could fit inside Uranus would be even larger.
