why do people declare a variable global, but instantiate it inside a method?

my question is how do I initialize a global variable inside my method??? Im trying to do a Fibonacci program for my CS course and am having trouble assigning the correct suffix to a suffix variable so that way I can print out the correct suffix in the final output to the user, but am assigning the suffix variable to values inside of an if statement, if ANYONE can help me please contact and we can talk code, it' be a huge and probably not that difficult fix tbh
