For what it's worth, Halflings on average live to be ~150, and reach adulthood at about 20 same as humans thus, if we assume average lifespan for a human is 80, we can determine that developmentally, this guy is actually about 30 (which is still a fully grown man mind you.)
150-20=130
80-20=60
130÷60=2.167
42-20=22
22÷2.167=10.152
10.152+20=30.152
