Maybe some time in the past, these toiletries used to indeed be complimentary, but I don't think that's the case anymore. I'm sure that everything that is labelled "complimentary" (including breakfast) is included in the room tariff. So apart from furniture, appliances and reusable utensils, there should be no objection if guests take the complimentary toiletries home

tbh, taking it home is better. if the hotels provide the small containers, then after the guests leave, all of them are thrown out, irregardless of whether they are empty or not. so by taking these things home, we're reducing wastage.
