Can someone please explain to me why there has always been (since the Korean War, anyway...) such a large U.S. military presence on the border between Nth and Sth Korea? Why can't a country (ANY country) have it's own civil war, without intervention from outside countries? What is America trying to prevent?! Why does America always need to be involved? This is a legitimate question - I'm not trying to be smart. I really don't understand the reasoning of this.

During the downward path (that is "falling back" to Earth) does their missile retain some degree of maneuverability/control rather than just a trajectory from kinetic energy conversion? If I am not mistaken, this is the case, that is why is it called "ballistic." I mean, with a few technological twists here and there, a fully-controlled powered descend will make it a very powerful weapon, many of the same types the "good" guys of the Big League already have large stocks of. I mean somebody is simply trying to reinvent the wheel here costing more than arms and legs of its people and everyone else got nervous. What a bunch of responsible stakeholders they are.
