It is not that any foreign national can apply, only those who have Indian ancestry with Overseas citizen of India card can apply in this category. When Indian nationals residing abroad demanded dual citizenship, our government came up with OCI. OCI can enjoy all benefits of Indian Citizen except Agriculture, Voting rights, government jobs, caste reservation etc.
