I would imagine that an American man would have so much success dating in London. I had an American colleague and we all LOVED him, men and women. He was just so friendly and chatty and warm. Does a man need to explicitly tell you that he likes you? You just need to send the right signals back. You can do that without him talking to you. Some of them are shy and need a little extra encouragement to feel confident enough to make the first move, that's all.
It's your job as a woman to give him that confidence, if you're interested. Those little looks are his signals for you to notice him and invite him over, you just need to be responsive to them.
