more mod space was needed for sure, its only 500 but hey, its 500 more than before. I love the 1 minute cooldown now. yes it isnt an insta-refresh but 1 minute isnt so bad, finish the outpost, run around collect materials around the outpost and its refreshed again. I love that they are making the legendary weapons more powerful, this is needed because the weapons you should want to use are the legendary, the fact people are still using blue / purple weapons as the "best weapon" i dont think was intended. i think the grind for leg weapons is what they ment to happen.
