England should perhaps learn to give up the old system, when intruducing a new one. Here in Germany we have 'Kreise', which are similar to counties. The more important cities don't belong to a Kreis, and are called 'kreisfreie Stadt'. It works and everyone understands it. But there are 401 of them.
