The armour does get passed down *sometimes*, but of course it'll still be new-ish. In Halo 2 when you're going after The Heretic, the Shipmaster says that the Arbiter's armour 'is not as new as ours' when you can activate the active camo ability. That implies that it's old by some degree so would have likely been used previously but perhaps by few others. It could also be made up of different sets depending on what can and cannot be recovered. So in summary, I agree with you but also think it's not always simply 'new'.

Thel Vadam's new armor is one hell of an upgrade, my boy went from an outdated armor to one using the most advanced technology in the Galaxy.
Context: He receives an upgrade to his current armor with the dust used for construction by the Precursors in the Citadel and the dust reacts to what he wants to do

Keep in mind, when elites joined the covenant, the arbiter became a sacrificial role within the elites, rather than their leader because now they had the profits.
