When they are melting and converting to gold bars, it means that 'your' gold is now indistinguishable from any other gold. While that itself is not an issue, this probably means that during the lock-in period, the govt sells that gold in the open market, probably to reduce gold imports and preserve forex. (Similar concept as SGB.)

While these kinds of schemes are good, they are nearsighted. What happens 5-15 years later when the people ask for their gold back and govt has to return the gold? They will have to import more gold and the saga continues.
