You missed the most important reason
Modern f1 cars need to maximize surface area to have maximum aerodynamic effects and down force and the easiest way to increase surface area is by increasing size

They don’t look agile anymore. They look like trucks. I’ve been watching Formula One since 1971.

Hybrid system doesnt add much to the length. The mandate for swept front wings for style points makes the nose unnecessarily longer along with the big fuel tanks because zero refueling. Pre-2009 cars were shorter because they had smaller fuel tanks and straight front wings.
