Neither of them seem to be away of how surreal their surroundings have become, the point being that these arbitrary sets are just the best the human mind can do to comprehend the anti-universe.

Notice how the EVA-13 looks like the old EVA-01. This is because shinji is fighting regression, the idea to always come back to the beginning of the problem.
