How to share power bi report with others

The warning message states: "This embed code is disabled because your organization uses private links, which are not supported by Publish to web." I'm currently using a trial version of Power BI Pro for testing purposes, as they requested to publish it to the web. However, we do have licenses available, but they've been assigned to other users responsible for the reports.
