In The Hunger Games books Snow never lies to Katniss. It's intregal too the way things play out. In The Ballad, he lies all the time. Which is not only out of line with his character, but honesty or dishonesty are traits likely to be deeply instilled when you're younger and not alter greatly over time, so it seems like, this is not the same guy.
