It's the lightsaber's way of "crying" for its fallen creator. Notice, when Luke ignites it, it does not make that sound.

I always thought it was the bled red crystals that made that sound. Kinda ruined that for me. It's okay though because Disney ruined the rest of Star Wars for me so it's okay.

It was said that he had a way to increase its power some sabers even could over flow with power and needed ventilation that caused other blade like flares coming out his design of that saber was for fighting other users and other levels deflected shots or priced objects some were functioned for Droid combat and padawan training til they could build their own and figure out the style of combat they used so the sound could be from him focusing this sabers crystal for saber on saber combat
