My friend has a similar issue with RedM and application that allows you to play multiplayer modded servers, unsure of if you'd know anything that'd cause infinite loading screens, as one day he was fine, the next he is unable to play any of the applications on there, even after reinstalling the game, his drivers, and Redm itself, he hasn't installed any additonal software to RedM or RDO.
