mastery OR haste is the most important one? which parts of set to upgrade for set bonus?

Question: how should we be shattering the Frostfire Empowerment (insta FFB) procs? Should we flurry into insta FFB, or shatter it like a casted FFB, flurrying after?

In the latter case there is no delay so Winter's Chill gets applied pre-Bolt. But in the former, there is a GCD delay, which is enough time for the Bolt to outpace the debuff application timing. Or is there a grace period?

At your turret rotation, so when you're not under pressure, I have noticed you're casting sometimes IL and you mentioned, whenever you got a downtime. When actually is this downtime? When you're out of flurry's? So you just spam IL till you get flurry charges back? I'm probably missing something here
