I believe people who say their team mates are holding them back don't play enough games, or just want to vent/complain. If I only play 3 games a week, perform well but lose these games anyway then yeah, it sucks, but over the whole season, these outlier games shouldn't matter (similarly, I can play bad but still win games by getting carried).

It's also a bit of people not knowing what they do wrong/where to improve, especially at an elo where mechanics alone won't carry you on most champs.
Maybe they also think they already apply all the concepts from guides they watched, but in reality it's not that simple. I have a friend in low elo who lives by the rule "first Herald goes mid", probably from some guide. They have the right idea (opening up the map), but don't think much about the specifics (e.g. increased resistanced when a plating goes down, using Herald before objectives).
In the long run, people who constantly improve and play better/smarter than their opponents will climb, no matter their rank or LP gains.

That being said, something is up with MMR that makes games more unbalanced than usual ever since they take Normal MMR into account on fresh accounts. Some of my friends recently got into League and they instantly got placed into ~ Silver 1 last split despite being very new (and our Normal MMR isn't that crazy). Just the other day I watched my friend play vs. a Gold 2 Seraphine who lost all their 10 ranked games so far - they were definitely a new player who should be placed lower.

I feel like (as a jungler atleast) you kind of skipped over alot of the biggest parts as to why he got that poweful. He punished viegos suboptimal pathing extremely hard. Im pretty sure even without winning lanes he would have made that game a 4v5 in the end simply by choking viego out of resources on every clear
