Theory:
When they went to the woods, Billy probably ate Debbie because of the lack of food. He came home, and maybe felt guilty or like he needed help so he contacted Parker and Chester and drew those pictures for proof. Billy couldn’t left some of Debbie’s body so Ronnie had to bury it.
Also when Ronnie went into their room, Billy sensed it and distracted them. See how after Ronnie was eaten Billy didn’t bother to even approach Parker and Chester. He just needed help, and he got it
