Strangely, inventors who come up with really good ideas like this oftentimes experience "accidents." In the middle of the night somebody removes the lug nuts from their car tires, or the person dies under mysterious circumstances, or a corporation comes in and buys up all their assets so they can't move forward with their invention. This has happened a lot.

But separating H2O into Hydrogen and Oxygen, would require more energy than could be retrieved by burning the resulting hydrogen. Put another way, the energy density of water is zilch. Put another way, the guy didn't have a clue.

Me and my stepdad made that design and changed a few things and it worked great. Unfortunately while driving we were pulled over for speeding and showed the officer the motor and components. He called dot and they said we could not drive the truck on the road because we did not pay taxes because we didn’t buy gas. Two weeks later a deputy showed up and took us down to the jail. We waited in a room and then two gentlemen in suits came in and explained that we had to destroy the motor and surrender the vehicle or go to prison. Apparently it’s patented by the government dod and illegal to replicate. So if you do this keep your mouth shut and don’t get caught

The fuel cell doesn't split the water, it's the part that recombines it to extract the energy. Pretty close though in your robot voiced description...
