When Blinken and the US accuses China of not conforming to the rules based system, the question should be why should China and more importantly why should any developing country conform to it? After all those are rules meant mostly to sustain America's global dominance and suppress other countries economic and technological development.
With its ever increasing debt the US benefits greatly of this "rules-based" system when other countries have no choice but to invest their balance of payments inflows and official central bank savings in US issued treasury notes. This enormous amount of cheap credit from the rest of the world allows the US to enjoy a very undeserved privilege where it can consume more than it produces turning the whole global monetary and financial system as some sort of tributary system that benefits the US. Ditto for its ability to sanction any country as it pleases and its total control of the world bank and the IMF.
At the end of the day no matter what the US says about China or the flimsy accusations it comes up with against China, the US is acting like a country that is very uncomfortable with the sinking realization that it is about to lose its top position as the world's largest economy and it is desperately trying to block and constraint China's economic progress and development.
