People would say pawn h4 is good but it isn't because you need to save pawn moves by going pawn h3 so you don't move your bishop and hanging mate.

That h3 move is one of the subtlety of the zugzwang.. You HAVE to have that extra passing move for this to work.. If you start with h4.. then once black plays a4 spending their last move.. YOU will also run out of move.. So you'll have to move the king to the G file which allows black to move with check.. Freeing up the rook ..
