from a taco bell employee: we are only allowed to use one scoop of meat for both chalupas. so it has the same amount of meat as one of the single cantina chicken tacos. its dumb but as some other comments have said it is policy, and we don't have the energy to argue with our manager for every customer to sneak extra meat in there.
