Guys I had the same issue. if you have any school or work account, remove it and see if it fixes. This fixed for me.

hey miss i am facing problem that i am not able to download anything from any of the browsers on my windows 11 i cannot save any pdf or or get it into my download folder, when i click on download nothing happens it doesn't even show any errors, it just simply plays a bell sound when i rapidly click on download button

99% of the time these fixes does not work!! Alternative is to create other user profile or to reinstall windows. Which is not ideal - this error sucks!
