Well in 5th place with 3.8 million people is Berlin. Berlin is the capital of Germany making it one of the most significant cities in EU.
4th is the city of Saint Petersburg. it has around 5.6 million people and it was called Leningrad in the past.
the 3rd is the British City of London with 8.7 million inhabitants.
Moscow from Russia is 2nd.
and the largest city in Europe is the Turkish City of Istanbul.

The largest city IN EUROPE is Moscow, and the largest city that is located in Europe is İstanbul. By this I mean because İstanbul is split between Europe and Asia, it’s population is split too, and if you remove the Asian part of the population, its population drops to around 10 million. Thus, Moscow is the largest city inside of the continent of Europe’s boundaries, and İstanbul is the largest city that is (at least partially) located in Europe.

The problem is that cities should stop at arbitrary limits and Paris is far larger population than stated because the urban area around Paris is effectively in the city and is definitely in the Ile de France region which is essentially the city of Paris.

Istanbul is immense, ive been over there and as a european i havent seen such a cities in europe (i live in "suburbs" of Malaga (right in between of Malaga and Marbella) in Spain so these are completely different) but i lived in Russia (and originally im from there) in Moscow and really its ordinary european capital (with strange establishment but as well as all towns are distinguished from each other) and if we try to project Moscow onto for example Paris we will notice that Moscow is essentially bigger and will expand to neghboring smaller cities which arent considered a paris and if we count a population of those outskurts of paris can be comparable to Moscow by size we will find out that 'enlarged' paris is kinda the same as Moscow (plus i dont belive russian government about population, i think they exaggerate population in terms of whole russian and in terms of Moscow)

Note: the municipalities mostly don't contain the whole circumference of the city. So Paris doesn't even make this list despite its metropolitan area having over 10m inhabitants

I watched so many of these and it just comes down to the definition of city. The biggest cities in the EU are always a group of several communities. If you say Paris has 2.5 mio habitants, then you could argue that New York is only Manhattan with 1.7mio inhabitants. The continuous urban agglomeration of Paris would have 14-15mio, and the could be compared to the 19mio of New York Metropolitan area, but this is not a continuous urban area.
