Chinas plan is working. The entire purpose was expecting those countries to fail in repayment. Therefore Chinas next offer is to allow China military bases to be placed at those failed repayment locations and start their quest for dominance. Their plan isn’t always about making money, it’s also about letting countries fail so they can basically be asked to invade.

china give them loan like how a bank would provide. It is up to the country to take it or leave it. The country can request China for certain percentage reserved for their local companies for such construction. If they can't manage the project and later how to get back the funds, China companies can run on the host country's behalf as a service. These are all professional service just like you pay fund managers to manage mutual funds
