Raising the flag: At the beginning, Jack Schmitt is closer to the camera than Gene Cernan. Gene hammers the bottom half of the flagstaff into the ground then inserts the top half, with flag attached, into the bottom half. The flag appears to wave as he moves it about. Jack moves away to take Gene's picture beside the flag.

It is not the wind that moves it but its rigid structure makes it move until the astronaut touches it. In fact, if you notice when the astronaut no longer touches it, the flag no longer moves.
