Judging by the fact that Gouki only appears where Ryu and Ken are mostly present, Gouki is giving a check on Ryu expecting him to manifest the murderous intent.
I like this idea of Akuma just "Waiting" for the day that Ryu becomes the TRUE challenge for him.

lol akuma wasn't established as a main villain yet, so hey just threw him in there. I thought there was a scene where he bumped into ryu and also a scene where he yells at traffic. Prob was gonna introduce him as the main bad guy in another season if it wasn't cancelled (or finished) I don't know..
