If he sent Luke somewhere else, Vader and Sidious would've eventually sensed his presence. Tattooine was perfect because Vader wouldn't go there unless he had no other choice.

Through all the expanded lore and stuff that's no longer cannon, I got the feeling Owen while fond of Luke actually feared him. Aunt Beru was the loving one. Even still though Luke had an incredibly difficult life on Tatoonine. Uncle Owen was kind of a stern taskmaster and Luke couldn't get an honest answer about his parentage. Imagine growing up knowing your caretakers are keeping giant secrets from you. That they refuse to answer or they lie to you about everything related to your past. Now Imagine that through some way you can't explain you just know they're lying and that's where Luke's resentment and restlessness comes from. He has an innate drive to seek out the truth of his existence.

I always assumed Luke wasn't trained early because the force activity would have brought unwanted attention. Luke was born as Order 66 was well under way. He would have had to have been raised on Dagobah.

This makes sense because, even though the Jedi are considered 'good', living from birth in such a culture as the Jedi lived could be polarizing and the draw of the opposing dark side could become more alluring as Luke got older. Living in a loving, 'normal' family developed an innate sense of right and wrong without having it drilled into him by a 'teacher'. This self built morality made it easier for Luke to chose the light side, even when the dark side could have suited his 'means to an end' at some points in the story. It also enabled him to learn to grieve much better in his losses and accept loss better, whereas Anakin never learned to grieve properly, leading him to be possessive and obsessive over Padme after his mother died.
