What I learned from living in both countries, The US and KSA (This cannot be reasearched, but through years of close up observations):
1. The Saudis bought Microsoft and IBM off the shelf enterprise software, customized it, and made them into eGov Services. This has given them speed in getting things done fast in terms of gov paperwork. The US? We are like donkeys waiting for a DMV appointment and its manual papwerwork!
2. The accomploshed giga projects before NEOM such as Riyadh Metro which is the largest and most advanced worldwide. So they built the confidence overtime till they achieved the idea of NEOM.
3. Now the country is booming with different projects to the limit that all multi national tech companies are creating new product lines and customizations just because of that.
4. Humans usually tend to resist change until it is a reality. When iPhones came out, the older generation back then completely dismissed it but it grew overtime. Who believed Dubai would become the one it is now.
5. One of the biggest factor in attracting great minds for Saudi projects is the tax free income. Who wants to be taxed to death at all fronts and then work like hell just to reach the tip of 401k.

At 5:57 you made a mistake about Aramco's evaluation. It's worth around 7 trillion Saudi rials, not dollars.

I Spent some time in Saudi in the 90s and had a translator explain the country to me like this: “Imagine finding the poorest county in West Virginia and giving them a trillion dollars overnight. They went from gauging wealth based on goats and camels to unimaginable amounts of money in a single generation”
