Pure water is non-conductive while tap water is conductive. U can use a battery and an LED to figure it out

The tap water contains Mg2+ or Ca2+ ions, so when soap is added, it reacts to form the insoluble substances (scum). Whereas, in pure water there are no ions and no scum is formed when soap is added.

Because in hard water soap can react with magnesium and calcium ions but detergent cannot while in normal soap doesn't react then didn't produce scum

Would trying to run a current through the water also work as a test, as the same ions that make the water milky when soap enters it, also allows the water to conduct electricity.

You can also heat the water up until it starts boiling. While pure water will make the temperature stop at 100°C, the temperature in not pure water will still increase by a little.

There is substance used in chemystry which name in english I dont know, but it makes liquid change color if is base or acid. So if water isnt pure it would change its colour
