1. I'm pretty sure Lakitu tells you that at the begining of the game.
2. Not the whole game, you can reset it back to normal view.

Did you kniw that you can also fix the camera's position?
Set the camera's setting to 'fixed', via the Pause menu, hold the R button, then move.

Comments aside, This guy probably didn't know this because he may have either been used to games that use analog instead of 4 face buttons for camera controls or he may have been used to the Up, Left, and Right Button on the N64.
