So from what I can tell, the bomb cores are dormant until legs and a wind up mechanism are added to give the shell mobility. Once the fuse is added, the Bomb-Oms activate and become sentient

-What about friendly Bob-Ombs? The pink ones in Mario 64, the Bob-Omb sidekicks in Paper Mario games...
-Do Bob-Ombs have souls? Bobby from Paper Mario: The Origami King seems to come back as a ghost after his death.

Fun facts: there are a rare ending which after the fuse is attached, it lighted up accidentally. The telescope will turn red. The bob omb will panic. Then, a metal protection panel will put down to block the explosion.

At least canon to the paper Mario series, this could explain several things. There’s a distinction between Bob-ombs who are reproduced naturally, and those who are made in factories.
Bob-ombs born out of natural reproduction are fully sentient of their own emotions, intelligence, and existence. They also are able to explode without actually dying.
Bob-ombs made in factories are just a crude replica of natural Bob-ombs, probably because Bowser saw natural Bob-ombs but they didn’t want to serve him, so he created subservient products to serve his empire. These factory Bob-ombs tend to live a more precarious yet ignorant life as they’re less intelligent, probably unable to tune into their own emotions, and almost all of them are unaware of their existence. They also will die after being blown up. Due to this finding a truly sentient factory Bob-omb is rare and probably an error.
This is why Bob Omb partners such as Bombette and Bobbery can survive being blown up multiple times and even references them being able to survive blowing up… while Bobby in Origami King desperately tries to avoid blowing up because he knows it’ll kill him, since he was produced in a factory.
